The rubbing is with the letter.

Storey to inform that due to the agreement to increase wages and reduce hours of work in the printing industry the Press must increase its charges for composition, presswork and binding. He is unsure how this will affect Kitāb al-Tashbīhāt but will inform when this is known. On this letter Storey has written a copy of his reply in which Storey writes that he had assumed that there would be an increase in cost but is trying to minimise this by copying as much as possible of the manuscript in his own hand to increase the legibility.
