Letter from Richard Clarke, Secretary, to John Capper, Secretary, Ceylon Branch of Royal Asiatic Society, concerning a paper by Dr McVicar on the Village Councils in Ceylon. Clarke also gives details regarding new Regulations of the Society including that members in Ceylon will have to pay one guinea to receive the Journal. The letter also provides information as to what members will have to pay should they return to England. Further there seems to be a problem with dispatch of the Society's Journal to Ceylon. Also the Society in London has not received a copy of Issue no. 2 of the Ceylon Society's Journal. (Found a page 122)
